New England REZ network operator tender shortlist announced
Three parties have been shortlisted to build and operate the new transmission network for the New England Renewable Energy Zone (REZ).
The successful network operator will be a key partner for EnergyCo in unlocking more clean, affordable energy for homes and businesses while boosting investment and jobs in regional NSW.
Future Energy Networks (comprising AusNet, Pacific Partnerships, GS, Hyundai, Ghella, CPB Contractors, UGL), NewLeaf Energy (comprising Iberdrola, Capella Capital, Gamuda, Samsung C&T, Ferrovial, Genus Infrastructure) and Verta Energy (comprising EDF Australia) will now progress to the Request for Proposal (RFP) stage in the competitive process to engage the New England REZ network operator.
The three shortlisted consortia were selected following a highly competitive expression of interest (EOI) stage, which attracted strong market interest with six submissions.
During the RFP stage commencing in November, each party will prepare a comprehensive proposal detailing its approach to delivering the REZ. They will need to demonstrate how their approach will generate regional job opportunities, support local supply chains and work proactively and positively with communities, First Nations people and landowners.
The preferred network operator is expected to enter into a commitment deed by late 2027, with contract execution and financial close anticipated in 2028.

What is the network operator?
The New England REZ network operator will design, construct, finance, operate and maintain the new transmission lines and related infrastructure, such as energy hubs (substations), that will connect the REZ to the NSW grid.

What is the New England REZ project?
The project is the core of the New England REZ and the network operator’s scope includes new transmission infrastructure, energy hubs and enabling infrastructure.
The project is planned to be delivered in two stages: Stage 1 will enable a 2.4 GW transfer capacity and Stage 2 will enable a further 3.6 GW of transfer capacity, unlocking up to 12 GW of total new renewable generation and 4 GW of storage, to connect to the grid by the mid-2030s.
